361 aspirants face Common Entrance Exam
AALO Sept 09: Altogether 361 young and enthusiastic aspirants out of 3700 candidates could only sit for the Common Entrance Examination (CEE) for the Mega Army Recruitment Rally held at Govt. Higher Secondary School, Aalo on September 8 last.
The selected candidates to face the CEE were briefed in detail on reception, biometric identification of candidates, checking of admit cards, dos& donts, how to answer etc. One individual was caught at the biometric identification booth by army team for trying to impersonate and gain entry in the exam hall, who was later handed over to the local police at the site.
The result will be declared within a month and made available to all the Deputy Commissioners of the district. ATMA training for farmers
ITANAGAR, Sept 09: Agricultural Technology Management Agency, Tawang conducted training for farmers under farm school activities at Berghar village in Kitpi block recently.

Circle level field functionaries of agriculture and horticulture departments trained the farmers on organic farming, pest and disease management in vegetables, package of practices of kiwi cultivation etc.
Speaking on the occasion, Anchal Chairperson of Kitpi Anchal Samiti Leki Phuntso exhorted the farmers to take advantage of such training programmes in adopting scientific cultivation practices.

DAPORIJO, Sept 09: The second children talent show to expose the hidden inherent talents of small children was conducted at VKV Kuporijo on September 7.
The students performed various activities like poem recitation, action song, multiplication reciting, group dances, story telling, assembly speech, mime and dramas.
Speaking on the occasion Dumporijo Additional Deputy Commissioner Tabin Siga appreciated the school authority for organizing the programme to mould the children for better future. GSU lodges formal complaint with dist. Admin
ITANAGAR, Sept 09: Galo Students’ Union (GSU), in a release, said that it had lodged a formal complaint with the district administration for thorough inquiry into the alleged collection of a certain amount (3.5 pc) from the total compensation amount/relief to the land owners affected by BRTF road project from Aalo to Mechukha by some organizations.
Being inquired into the allegation after receiving verbal complaint from the affected people, GSU, however, said that the Kamba ADC had vehemently denied the allegation..
Army sets up dental care center at Tawang
ITANAGAR, Sept 09: Continuing its noble endeavor to help the local population, army’s 190 Mountain Brigade posted at Tawang, has taken yet another major initiative to help Manjushree Vidyapeeth, an orphanage centre run by Padmashree Lama Thupten Phuntsok, by activating a dental centre.
Jyoti kalakoti, wife of an army officer posted at Tawang Brigade and a dentist by profession has volunteered to run the dental centre.
Since its beginning on August 16, 2013 all the students of the Manjushree Vidyapeeth have been provided dental care treatment. This unique effort of Tawang Brigade has brought smiles on the faces of the children and has been lauded by the denizens of the peaceful district.

CM assures to establish IRBn Hq at Balijan
YUPIA, Sept 09: Chief Minister Nabam Tuki today assured to fulfill the demand of local legislator and public for establishment of IRBn Hq at Balijan to tackle the frequent outbreak of law and order in Balijan area. The CM gave this assurance while addressing a huge gathering after the inauguration of recently upgraded additional deputy commissioner’s office at Balijan today.
He assured that very soon IRBn or other paramilitary base will be definitely established at Balijan to tackle the law and order problem. He also directed the DC Papum Pare to take up the land acquisition process for this purpose.
Addressing a huge gathering of officers, panchayat members, Gaon Buras, public leaders and general public at General ground, the CM said that with the opening of ADC headquarters at Balijan, the people residing in border areas will be immensely benefited and now they don’t have to travel up to district headquarter Yupia for their normal official works as they can avail every facility at their door step.
“It will help in tackling the law and order problems in the area also,” he added.
The Chief Minister further informed that his Govt is taking up the proposal for construction of national highway to connect all foothills areas of the state for proper augmentation of development in all foothill areas.
Speaking on the importance of allied activities like agri and horti, he said Balijan,Tarasso and its adjoining areas have lots of suitable and fertile cultivable land. The CM advised the local people to take the benefits of Chief Minister’s agriculture mechanization programme.
He also spoke about the recently held job mela at Itanagar and said that it was huge success. “Such initiative by the Govt will encourage the unemployed youths to employ themselves in commercially viable activities,” the CM added.
He also informed the gathering about the launching of National Food Security Ordinance in the state and called upon the people to enroll themselves to avail the facilities under the scheme.
Highlighted the steps being taken in education sector, he informed that many more premier and important educational institutes are going to come up in Papum Pare.
Earlier, Nabam Tuki laid the foundation stone of Balijan to Tarasso road and expressed that with the construction of road the distance between the Balijan to Tarasso will be shortened and it will benefit dwellers of both Balijan and Tarasso areas. He also commissioned a Water Treatment Plant at Balijan which will serve the purpose of supplying safe drinking water to Balijan township.
In his address Parliamentary secretary and local legislator Nabam Rebia appealed the Chief Minister to confer full independent charge to ADC so that he can serve people in better way. IFCSAP demands white paper on minority scheme in Arunachal
ITANAGAR, Sept 09: The Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) has urged the state Govt to come out with white paper on current Minority Scheme being implementing in Arunachal Pradesh under Indira Awaz Yojna (IAY). Both state and Central Govts should explicitly reveal its logic and basis as to how the seven districts of Arunachal Pradesh have been identified as Minority concentrated districts and who are the beneficiaries at grassroots level in those identified seven districts, the IFCSAP said.

IFCSAP urged upon both the central and state Government not to launch such controversial multiplicity of scheme (Minority package) in such “hour of chaos and confusion.’ Launching of multiplicity of scheme without allowing the people to come up with their own genius would prove destructive as other advanced religious group would take advantage of such minority scheme which would rather prove to be suppressive for the indigenous community in long run and may uproot cultural identity of the Indigenous APST, said the Society in its resolution. Demanding withdrawal of ST certificate from the individual who are given minority status and being provided facilities under minority scheme in the state, the IFSCAP in another resolution said “ state Govt shall insert religious column in the format of Arunachal Pradesh Schedule Tribe Certificate currently issued by the Deputy Commissioners of the districts.
“There is no such religious column to be filled up by the candidate in present format which is highly ambiguous as per as religious affiliation of the individual is concerned and is misleading for innocent tribal and gross violation of Arunachal Pradesh Freedom of Religion Act, 1978,” the IFSCAP said.
The house further adopted resolutions demanding implementation of Arunachal Pradesh Freedom of Religion Act (1978) for the promotion, preservation and protection of Indigenous Faith and Culture of the state and said that suspected Indian and Foreign Missionaries shall not be given ILP/PAP by the Ministry of Home Affairs, Govt. of India to enter Arunachal Pradesh.
Demanding implementation of 10 per cent concession in capitation fee in Indigenous missionaries run schools such as VKV, RKM, Sarada Mission, Donyi Polo Mission School etc. to the APST children whose parents are dedicated workers of indigenous faith organization recognized by (IFCSAP) from next academic session 2014, the house further resolved that Principal/Head Master shall compulsorily ensure that National Days should be celebrated in every school/college of Arunachal Pradesh with recommended norms.

AAPSU urges Govt. to honour decision
ITANAGAR, Sept 09: The All Arunchal Pradesh Students’ Union (AAPSU) today called
upon the state government to honour its own decision regarding land regularisation,
notified vide No. LM-
The order said that, “Regularisation of plots occupied by private individuals, State and Central Govt establishment in a time bound manner in all district including Capital Complex after proper survey and verification as per existing Acts and Rule and realisation of land premium and lease rent from the date of occupation. “All Govt. land remaining unused under the occupation of Central Govt agencies, Corporation, Central Para Military Forces and State Govt Department located in various places in the districts and outside the State be reverted back to the State Government which shall be taken over by the Land Management Department.”
Pointing out that encroachments were basically for unplanned growth of the twin capital city, want of effective land law and rules and in many cases ignorance, AAPSU president Kamta Lapung, in a statement today, said that this decision should be implemented by the GoAP.
Therefore, instead of creating panic among the masses, particularly the affected people, immediate step should be taken to find out an acceptable solution.
In case of planned development in any particular sector or colony that would be welcomed provided the occupants of private buildings are compensated as per rule, the statement added.
All dilapidated government quarters in Meghalaya have been auctioned to public in a transparent manner. The GoAP could follow the same principle and accommodate its employees in Juli complex where about 4,000 flats were built by the NBCC. This would help earn revenue while facilitate easy administration besides supply of water and electricity to the employees.

It is learnt that the bidding process of the tender was postponed due to absence of the executive engineer of the department and the Water Resource Division office later called short tender notice for the same scheme and conducted the bidding process at its Pasighat office today.
But, interestingly, the construction works against the scheme is almost complete
(see picture) before conducting the bid tender. According to a public leader of Yagrung,
Denniel Jamoh the late tender conducted by WRD carries no meaning as 90 percent of
the (construction) work of the two-

Terming the bid tender as “meaningless” and “ridiculous”, he demanded the higher ups of Water Resource authority to initiate high level inquiry into the alleged irregularity and misuse of the public money. He also demanded the authority to stop the construction works until and unless the alleged activities are probed.
Alleging unfair conduct of the “Tender Opening Committee” of Pasighat WRD and gross violation of SPA guidelines, the local people have cautioned the WRD engineers to go to court against their illegal conducts.
The engineers of Pasighat WR division were not available for comment nor to pass any official input.
DAMBUK, Sept 09: The Additional Deputy Commissioner Dambuk today clarified that Lower Dibang Valley District administration and the ADC office Dambuk have been monitoring the flood situation from day one while taking all necessary action and managed to position the foodgrain at Paglam at a very short notice in spite of the difficult topography and the inaccessible situation.

9, the Dambuk ADC giving a details of flood situation and measures taken to mitigate
the sufferings of flood affected people, said due to incessant rain for the last
few days the river water of Dotung and neighbouring stream had started rising and
entered the low-
On 6th morning an emergency meeting with the panchayat members and the available local heads of department was convened at ADC’s office Dambuk by the ADC to take stock of the situation and decided to depute the Circle Officer Dambuk with a medical and a veterinary team on 7th September early morning and accordingly an elephant was requisitioned for positioning at Sisiri river point for crossing of the team.
With the improvement of the weather the team could manage to cross the river through a country boat on 7th morning and reached Paglam after some transhipment with foot march and motorcycle. When the press correspondent was visiting the location, the officers deputed from Dambuk are already stationed at Paglam with available stock of medicines managing the situations. The local people may have expressed their anguish over the absence of some of the officers posted at Paglam circle but it does not mean that the administration was not working and the Govt was not concerned. Meanwhile on Sept 6 the DC Roing had directed the F&CS department Roing to arrange for transportation of foodgrain to Paglam from Roing via Sadiya ghat.
Therefore 80 quintal of rice was loaded on 7th morning from Roing and sent to Dola ghat and was again transhipped to Tara Tamak ghat through country boat .
On Sept 8 the ADC Dambuk along with official of agriculture and F&CS deptt. reached Paglam and visited the affected villages and the agricultural field. After interaction with the GBs, panchayat leaders and the villagers the 80 qtl PDS rice was handed over to the relief committee for distribution to the villagers of Paglam as immediate relief from the government.
While appreciating the reporting by the correspondent on the flood situation of the area, the ADC said certain facts also need to be ascertained before coming into conclusion especially from the administration regarding the arrangement and other measures being initiated. It would be wrong to blame the state govt. and the administration when the govt. machineries are already pressed into action to mitigate the suffering of the people. Given the above situation and the difficult location of the place and after taking necessary measures including deputing of magistrate, medical and veterinary team etc, it is very inappropriate and unfair to blame the govt. and the administration for negligence and to expect the relief to reach the place at a very short notice as carried in the newspaper.
However no loss of life and property to a large extent has occurred except damaging of standing paddy crops and some granaries which are being assessed by the Agriculture department. The medical and veterinary department has been directed to take necessary measures to tackle any outbreak of diseases. The villagers and the panchayat leaders of the locality have expressed their gratitude to the govt. and the administration for providing them food grains as relief at a short notice, the ADC said in its release.
Tibetan Brimstone butterfly sighted at Eaglenest Wildlife Sanctuary
ITANAGAR, Sept 09: A butterfly subspecies, the Tibetan Brimstone, which has been sighted at Eaglenest Wildlife Sanctuary in Arunachal Pradesh, is an addition to the butterfly fauna for India.

The authors recorded three individuals in the Eaglenest Wildlife Sanctuary in April 2012. This butterfly species had also been seen, but not reported, by Purnendu Roy in Anini in Upper Dibang Valley District in July 1987. The records from Eaglenest and Anini are the first reported sightings of this butterfly since Frank Ludlow, a British naturalist, collected it in 1938.
This butterfly has an interesting history. Ludlow collected this butterfly at Lalung, Pachakshiri in 1938. In 1968, Yuri Nekrutenko, a Russian lepidopterist, who passed away in 2010, based on Ludlow’s butterfly collection, described this butterfly to be a new subspecies, which he named Gonepteryxaminthathibetana. However, the location at which the butterfly was collected by Ludlow was thought to be in Tibet. Pachakshiri, where the butterfly was collected, is today known as Mechukaand is a region located on the upper tributaries of the Siyom River, West Siang District, Arunachal Pradesh, India.

International Literacy Day celebrated
PASIGHAT, Sep 8: The International Literacy Day was celebrated yesterday at Mebo Doying Kumdang Hall.
On the occasion an awareness program on disaster and adult literacy for PRIs’ was organized jointly by the Disaster Management Department, Adult Education and State Resource Center. Ceremonial flag was unfurled by the East Siang District, Deputy Commissioner Nidhi Srivastava in presence of and local MLA Ralom Borang, other officers and public leaders.

Bid to cover wastelands under tea cultivation

RUKSIN, Sept 09: With view to expand the tea cultivation area in Siang valley, the Small Tea Grower’s Association of Siang Basin (STGASB) has decided to grow tea on wastelands.
The members of the association recently assembled in a meeting at Ngorlung village near here and discussed on expansion of tea plantation area covering the wasteland of Siang basin.
The meeting chaired by former Arunachal MP and retired Chief Commissioner of Arunachal Pradesh Information Commission (APIC), Nyodek Yonggam adopted five important resolutions, which included exploration of village wastelands to convert it into tea cultivation site, engage the local unemployed youths by forming SHGs, conduct a series of “awareness programme” in the rural areas to make them aware about the economic aspects of tea cultivation.
It also resolved to approach the local financial banks, NABARD for financial assistance and to move Tea Board of India seeking technical guidance.
The tea planters’ meeting later constituted the first SHG.
More than 40 local tea growers attended the meeting, who have pledged to achieve a green revolution in the area by scientific tea cultivation and to enhance their household economy.

Vigilance and monitoring committee meeting
ITANAGAR, Sept 09: The District Level Vigilance and Monitoring Committee (DLVMC) meeting of Upper Subansiri district was held under the chairmanship of Daniel Teli, member of state level vigilance and monitoring committee, RD at Rijo Hall, Daporijo on September four.
Addressing the meeting, Teli asked the executing agencies to keep proper record of
the progress of the work to ensure timely completion of the project/schemes. He urged
the Project Director, DRDA and Deputy Commissioner, who is also Member Secretary
of the committee to look into the complaints of alleged irregularities received in
respect of the implementation of the programmes, including complaints of wrong selection
of beneficiaries, mis-
Teli directed the head of departments to immensely engage the PRIs in all RD related programs for speedy development of the area.
The PR leaders should become bridge between executing agencies and rural populace instead of wasting time by giving misleading information. PR leaders must negotiate land owners during the period of construction of PMGSY roads, Teli said.
Gyati Tagi, i/c DC cum CEO of Zilla Panchayat, directed the executing agencies to improve their work culture. He further urged upon the PR members to cooperate and help the departments in all developmental works.
Explaining the meaning vigilance and monitoring, Zilla Parishad Chairperson Susil Nalo has suggested the committee to exercise preventive vigilance to ensure that irregularities, diversion and misappropriation of funds are avoided and the selection of beneficiaries is done strictly in accordance with the guidelines of the programmes.
The schemes such as IWMP, MGNREGA, IAY, PMGSY, SGSY, NSAP, RGGVY etc. were discussed.
The primary objective of the meeting is to effectively monitor the implementation of the schemes and programmes of the Ministry of Rural Development and also to ensure that the funds are used for the purpose for which they are meant, said Sode Potom, PD DRDA.
The DMO, BDOs, Executive Engineers of PHE, RWD, POWER and PWD presented physical and financial achievements and status of various Rural Development programs.
The APOs of DRDA, DLVMC members and Chairpersons of Anchal Samity of all the Blok Panchayat attended the meeting.
‘No dearth of natural singing talent in Arunachal’

DAPORIJO, Sept 09: The third round of the Upper Subansiri Melody Hunt, a singing talent hunt, was inaugurated by Arunachal Pradesh Building & Other Construction Workers Welfare Board chairman Jalley Sonam.
Speaking on the occasion, Sonam encouraged the budding singers to practice hard and continue singing to become a good singer. Sonam said that there was no dearth of natural singing talent in our state. But, unfortunately, they do not continue their singing for long and once they stop singing they never return to this profession. He exhorted those singers, who have got quality singing voice to come forward and make career in singing.

Rape survivors need proper counseling

The culprit of the Likabali rape incident is behind bars. But we are still in disbelief and are not able to accept that such a heinous crime can be committed. We knew that corruption, murders, thieves existed in our state but we somehow did not believe that we will ever hear about such an incident taking place. The attention given by the media, people of the state and police on this case is much appreciated and hopefully justice will prevail soon.
My concern as a citizen is to bring a little attention towards the girl children who suffered this inhuman act. First of all I would request everyone to stop referring them as rape victims but as rape survivors. That is more respectful & correct way to address them. While I address this issue, I am not aware if anything for the children is being done or not. I read that people from all over Arunachal Pradesh have flocked to Likabali to extend their support and express their anger, that the children are accommodated in various schools, which is a progressive step for their future. At the same, is there anything being done to provide counseling to these children? These children have gone through something very traumatic and it will remain in their mind for long. As reported, some of the children were below 5 years old. They may not even know what happened with them. What if the realization hits them after certain age? Over the years, I have met and spoken to many women & men, friends, colleagues who were abused as a child and they realized it after they reached a certain age. As a child, it did not register in their minds that they were abused. If only they got the right platform, support at that age, they would have been in a better state of mind or could have avoided being abused on multiple occasions. There are plenty of health professionals in Arunachal Pradesh but there is a lack of professional counselors, who are trained to help people in such situations. Psychologists believe that counseling helps to ventilate their feelings. Counseling is not as easy as we think. It is a huge step. One needs lot of hard work and determination to be able to sit in a session and work on getting a clearer mind but it is healthy, positive and helpful. I am not saying that counseling will help these children erase this incident from their minds completely but it may help them to have a clearer mind and a stronger attitude to overcome this. In Arunachal, people are still not aware of the need to have proper counseling & guidance when it comes to these situations. One may be an excellent parent/guardian and may share a strong bonding with their children, however at times a child may not able to express their issues & challenges that they face comfortably. For a healthy mind and to face challenging circumstances, there is nothing wrong in seeking professional guidance occasionally.
If the government & NGOs involved are already working on this, than hats off to them. In case, they have not, I would like to request Chief Minister, Nabam Tuki & Health Minister Atum Welly to kindly look into the matter. Since there is a lack of such trained professionals in our state, we can surely seek help by looking outside. If these children can be helped through this, why not we take every initiative to help children. There are various organizations where they have trained counselors who have dedicated their lives to help people who have faced such situation. Much is needed to be done for them & counseling is one yet an important aspect. In the meantime as a concerned citizen, thankful to various people who are involved in helping those children.

Give them only one chance to correct themselves
Dear Editor,
It cannot be ruled out that there is high probability of making mistake in the present system of filling APPSC application forms i.e. in writing/OMR. Had it been online system or scrutiny done while receiving the filled forms, candidates wouldn’t have been rejected in such a huge number. The fact that as many as 3000 candidates are in rejected list itself reflects the high chance of mistake/error in the existing system of filling form. The instructions given for filling up the forms are good but it would be unwise to claim them to be absolute or error free, anyone may easily misconceive an instruction and make mistake. APPSC officials must realize that this is a systematic drawback like in many other systems and not a fault of anyone, and as such, they must yield to give one last chance to rejected candidates. A suitable sum may be imposed as penalty but directly disallowing 3000 candidates from appearing in the exam is uncalled for.
Minor mistakes may always occur in any official documentation involving manual efforts, so scopes for correction/reconciliation are always kept, then, why exception in this case?
I am not saying that chance must be given every time candidate commits a mistake, but there is no harm to give them only one chance to correct themselves. After all everybody deserves a second chance. "To err is human". Penalty must be imposed for mistakes done but its severity must equate the degree of mistake committed. At the same time, rejected candidates must accept the negligence on their part and should not put the blame on the officials alone.
But from no angle, as it seems to me, it is right to directly disqualify the candidate from even appearing the said exam. As every common thinker will say, it is too harsh a punishment, it is unjustified and discouraging. All these aspirants are requesting for is an opportunity to sit in the competitive exam, they are not asking for the appointment letter. They didn't furnished any false particulars or malicious information in their application forms, all they did is a minor human error which cannot be considered as valid reason for debarring from any exam.
Moreover, the list of rejected candidates was published in the last moment when exam date is so near and it is hard to imagine the hard work and efforts those serious candidates must have made in the preparation for exam. APPSC exam is one of the most competitive and toughest exams of the state. And it is sad to know that all their efforts will go in vain and dreams be shattered no matter how well they are prepared. Failure even before they get a chance to fail is unimaginably disheartening.
So, through this esteemed column, I humbly request APPSC to reconsider its decision and not to be so harsh on rejected candidates. A strong and tough decision will be most welcomed if it is taken to change the corrupt system but not against students who genuinely study to build their careers, rather students need encouragement and sympathy.
Now, even after repeated requests and after due consideration of above points, if APPSC is adamant on its decision, it will bring no appreciable outcome, rather will show the stubborn attitude of the commission.

No other clan and community are allowed to transgress in another clan and tribe’s right on the particular land and forest. Hence, the twin capital complex Itanagar belongs to the land donators. We cannot allow any illegal activity in our holy land. All Arunachalee pray almighty god to do away all sins of illegality from capital complex.
It’s very strange to see that land donated by the local people of Itanagar for establishment of capital complex at the cost of state interest is misused in nexus among politician, student leader and bureaucrat. The land illegally encroached are being sold in crore of the rupees, without making any payment of the land fee and premium to the state govt. If state govt, fails to deter such massive encroachment of govt, land by demolishing of public property, better land should be immediately restored back to the respective land owner of state capital.
